    RAPP- ASLR (Academic Services and Learning Resources) Instructional Equipment Reallocation and Annual Lottery Allocation - 

    Rapp approved it last spring, due to a new commitee, the follow up step to bring this item to college council did not happen. RAPP tri-chair noted the vote to increase the base lottery funding to academic services by $250k a year based on recurring costs, specifically to collegewide software applications. RAPP asking for approval of the ongoing increase of lottery funding.

    College Council members approved the recommendation.


    RAPP Reccomendations

    RAPP Tri-chair presented recommendation in a series of buckets. RAPP officially approved 3 Bucket one are top five positions that RAPP has currently recommended, Bucket 2 is the next 4, Bucket 3 the next 7 positions, Bucket 4 are moderate and low priority positions.

    RAPP Tri-chair noted the funds available and estimated ending balance available of $1,020,990.23 highlighting that there is not enough money to fund the top two buckets and hopes to receive approval of Bucket 1 first and some flexibility with second bucket.

    The recommendation is for college council to accept these buckets presented with the understanding that Bucket 1 is high priority and so forth, as a guiding plan for hiring.

    Members discussed the priority list in bucket order, approval of positions, low and high prioritization, RAPP’s process and their next hiring cycle. RAPP member noted the extensive work that went into this recommendation, highlighting the process when 24 requests were received. RAPP members broke into small groups and each position was reviewed by two teams, those recommendations came forward and then reviewed as a full RAPP membership. Every member took it back to their constituencies. It was note that these are all positions needed, but not enough funding. Ultimately the President with Senior Staff consultation makes the recommendation.

    Members voted to accept the recommendation as presented. Recommendation for the three buckets as a whole, not specific positions was approved, and it carries on.

    Espinosa-Pieb asked members for feedback and proposals to accept buckets individually or together. Members discussed approval of bucket one and subsequently bucket two, other ways of finding the -$23,559.81 to fund bucket 2, and concerns regarding faculty positions in Bucket 1. Espinosa-Pieb noted concerns of not approving Bucket 1 and Bucket 2 together, due to faculty positions approvals.

    RAPP member noted that when reviewing positions- guiding principles, positions that were aligned with the college’s master plan and the entire college, health and safety of the college, those classified positions in bucket 1 affect the entire college.

    Members proposed to vote on Bucket 1 and Bucket 2 together, with the understanding that is up to Senior Staff to find the $23,559.81 needed to fund both buckets. Members approved the proposal, and it moves forward.

    It was clarified that now that the recommendation has been approved, if there is additional money, it is up to College Council to decide which positions to fund and not RAPP.
