I. Approval of Notes:

The notes of October 9, 2012 were approved.

II. Review Reduction List:

C. Espinosa-Pieb thanked the IPBT members for the well-organized and effective voting process last week. She recapped and clarified the prioritization nuances and confirmed that the programs were listed in alphabetical order and not by prioritization. After the meticulous revision of program information and data the members should have been able to identify the programs that will be at most risk for elimination.

Espinosa-Pieb distributed 15 hardcopies of “IPBT Program Rankings – Fall 2012” to the voting members. 10 of the 83 programs were identified for reduction. The programs included 6 World Languages, 3 Athletic Teams, and 1 Creative Arts. She reminded the members that these programs would go though the comprehensive process of discontinuation. The Viability Committee will make the final decision if the programs would partially stay or be phased out.

Espinosa-Pieb clarified that eliminating these programs might not produce significant savings because of the faculty obligation number. It is possible that the FTEF on these programs would have to be transferred to higher demand classes. She also noted that the IPBT might need to return to the list to make additional program eliminations.

Espinosa-Pieb recommended revisiting the program reduction list after the November election.

She reminded the IPBT members that they have to meet a $2.5-million budget reduction target and as of today we are unsure how many FTEF are available.

The 50% law will make this work extremely complex and difficult.

Espinosa-Pieb clarified some concerns:

--Honors Program is funded 100% by DASB

--It is too late to add Massage Therapy program, as it had not been brought to her attention the week that everyone was asked to review the list

--Espinosa-Pieb will work with Norte on World Languages to clarify how many sections are being offered, etc.

--Espinosa-Pieb will also work with Lee-Wheat in PE regarding Athletics Teams

Next, Espinosa-Pieb distributed and presented to the IPBT members and guests the ranked list of “IPBT Non – Instructional Reduction Ranking – Fall 2012”. The ranking sheet listed 48 non-instructional prioritized positions (plus the top 10 programs) submitted by the Instructional deans last year. She pointed out that in order to meet the $2.5 million goal the team needs to review the top 25 positions for elimination. She gave the members some time to review the list and advised them to share the ranked list with their groups to gather feedback: concerns, messages, and suggestions. All questions should be emailed to Espinosa-Pieb or Bryant before the next meeting on October 23, 2012.

Espinosa-Pieb informed the members this list is not final and not available to the public without College Council approval.

At the next meeting the IPBT will revise the recommendations from the constituency groups and finalize the list. Espinosa-Pieb stressed that the committee needed to hear feedback from people in order to proceed.

Espinosa-Pieb advised that enrollment is down for De Anza 2% and Foothill 7%. This means that as a district we are down approximately 4%. She stressed that we have to build a strong schedule in Winter for high demand areas to increase enrollment. We need to get the word out to the students to register early in order to keep classes open. All classes with 20 or less students will be canceled. Christina will work with the deans on scheduling.

Espinosa-Pieb notified the members that the next IPBT meeting time could possibly change to 3:30 PM. She advised them to watch their calendars.
