I. Approval of Notes:
The notes of December 6, 2011 were approved with a minor change.
II. Program Discontinuance:
Lee-Wheat presented the flow chart titled, IPBT Viability Process, and asked team members for their input. The purpose of these documents is to develop a comprehensive process for program discontinuations. Lee-Wheat pointed out that she made some changes to the Viability Advisory team membership. There was a discussion pertaining to the wording in the chart and members mutually agreed to make some changes and ask Academic Senate for feedback.
Lee-Wheat notified the members that each PBT would have their own Program Viability Process that will be submitted to the College Council.
A second handout titled, Instructional Programs Viability and Discontinuance Procedure, an expanded description of the IPBT Viability Process flow chart was distributed and examined. A discussion ensued regarding the Academic Senate’s proposal to insert a probationary year after a program had been given a recommendation by the IPBT for “discontinuance”. The following comments were noted: Englen remarked that the flow chart reflects an effective process as is; once a recommendation for discontinuance has been made a one-year probation should not be considered. Roberts noted that the IPBT would have notified faculty leaders well before discontinuance begins. Espinosa-Pieb stated there were many years of discussion underlying the decision the CAOS and TWRT programs into the “first run” of the viability process last quarter. Mitchell strongly advocated that in the partnership of new policies and procedures there should be joint development between the Academic Senate and the IPBT. Lee-Wheat and Chow will report to the Academic Senate the IPBT’s decision. (unanimous vote for the process as depicted on the flow chart and its written description, with one abstention).
III. Upcoming Calendar For Winter 2012
Espinosa-Pieb briefly recapped the plan A and plan B of the reduction plans that were finalized in Fall 2011 by the IPBT. If President Murphy rejects plan B, then the IPBT will need to convene and review additional budget reduction scenarios. If Plan A were accepted the college would not be able to meet its apportionment goals.
Espinosa-Pieb announced that as of today, De Anza’s enrollment is flat, (+1%), but Foothill is down, -7%. This means that as a district we are down -6%. She stressed the importance of maintaining enrollment and that she would be asking the deans to add courses for Spring 2012 that are “high demand” and “high seat count”. She thanked the deans and department chairs for their hard work managing enrollment.
Espinosa-Pieb reported that Senior Staff is planning to use “one time money” to get the college though 2012-2013.
There was a discussion about how other colleges deal with their budget reductions. It was reported that a number of drastic measures are happening, i.e., elimination of perfectly viable programs , etc.
Espinosa-Pieb presented the document, Faculty Positions for 2011 – 2012 Hires, that members were asked to consider. She notified the IPBT members that the “Plan A” positions scheduled for elimination include Computer Information Systems (B/CS), Art (CA), Child Development (SSH), Soccer Coach (PE), Readiness Director Position (LA), Reading Instructor (LA). She pointed out that from 14 vacant positions only 7 would be hired. There was a lengthy discussion regarding hiring priorities. The deans have been asked to encourage any faculty considering retirement this year to submit the formal paperwork by Friday January 27. This would allow the IPBT a chance to view the college’s needs with a more critical eye, as there will be a hiring freeze for the 2012-13.
