    Classified Professionals Vision to Encourage Participation in Shared Governance and Leadership Committees

    Garcia shared an updated guiding document drafted by the classified senate (CS) which included a tentative work plan. Classified Senate intend for this to be a living document which will grow. Take funding document to RAPP (Resource Allocation and Program Planning) to request standing funds to pay for additional work for classified staff who serve on committees. Need to ensure all parties are engaged with this document. Garcia asked for volunteers to work with Classified Senate on this document

    RAPP name is finalized. Previously the Program Allocation Committee (PAC). Woodbury shared the mission, charge & norms. College Council recommended to the president to approve the formation of RAPP and the associated mission, charge & norms as presented.

    Approval of Strong Workforce and Perkins Fund Expenditure Lists.

    RAPP requested College Council approval for allocation of Strong Workforce & Perkins funds via the Career Technology Education division (CTE).

    College Council approved as presented. 


    Smoke-free policy - De Anza Campus

    Second read. Discussed at Chancellors Advisory Council. If College Council recommends passing this request to the president, the president would pass along to the district. District would need to form a taskforce to discuss as a possible amendment to the current district policy. Noted this is an equity issue and takes time and commitment to quit smoking/vaping. Discussion on relocating vs removing of smoking areas and police enforcement if the campus became a smoke free campus.

    9 Yes 2 abstentions. Item approved as presented.


    Measure G

    After feedback from various meetings including the March 13 Board meeting, the president was given permission by the Board to reset the Measure G discussion. Appreciation for his action. The $101M dollar allocation for the proposed “Event Center now resides at De Anza. The money can now be used for a De Anza project rather than a district project on the De Anza campus. President Holmes stated the need for the college council (not himself) to lead the discussion and gather broad support to 1) identify priorities. 2) identify what the college wants to achieve with the new construction. 3) identify the process. 4) identify the stakeholders to be included. The goal is to build a framework for achieving the agreed plan. What are our De Anza priorities? Is non-instructional student space a priority? Answers: Students. Instruction and services to benefit students. Arts. Student housing. Student community development space. Quality of instructional facilities. Opportunity to build a student orientated and functional space on campus.

    The college does not need a large performing arts center for community use. Work on the services for students is already underway. How the potential development by the County of Santa Clara, as ground lease, of a medical office building (MOB) on the De Anza Community College Campus fits in? How does housing fit in? Request to have Creative Arts involved.

    DASG noted maintaining continuity of services for the Arts program and ensuring that new facilities are accommodating of the needs of students (Such as having enough room for art supplies, instruments, acoustics, etc.). Ensuring transparency and incorporating student voices through efficient communication through shared governance decision-making, addressing the affordable housing issue alongside Measure G builds and finding a suitable solution for temporary and permanent housing for not only the arts, but also for programs displaced by the relocation of A-quad. Build a strong community.

    Agreement that RAPP should not take on this project. It needs to be a more focused subject matter experts stakeholder group.

    President Holmes asked the Council if they would like a special meeting to set up a Measure G taskforce that will continue the discussion and finalize the 4 aforementioned items. Agreed a special meeting will be held 03/23 3:30-5pm. The scheduled Budget meeting will be cancelled.

    President thanked the members for their feedback through this process and assured them that he is listening and that campus voices are important

    All systems are up and running after the storm. Campus will resume regular operations tomorrow 03/17.
