    Approval of Notes – May 19, 2020 were approved with the following addition to the DASB report:

    DASB Report – The DASB Finance Committee discussed the research done on California Community Colleges. The committee found alternative sources of revenue that DASB Senate may want to look into and implement in the future. The committee also discussed the Silvia Chalista Memorial Scholarship, which is planned to be approved in the beginning of fall.

    DASB Report Out: Marisa Spatafore presented how the virtual commencement will look like and the options for the mascot designs. Senate approved the design of the certificate that DASB will hand out to its interns to recognize their contributions. Senate also approved changes to the Elections Code, Senate Bylaws with regards to Interns, and Diversity and Events Committee Code. Finance Committee will continue to discuss the DASB memorial scholarship. Arushi Sharma, who was just elected as the Vice Chair of the DASB Finance Committee last week, will be joining IPBT meetings from now on.


    Daniel Smith (CA) and Edmundo Norte (IIS) presented on their divisions’ budget situation and programs’ needs. They identified purchasing priorities and responded to IPBT’s set of questions.

    Budget Considerations – Christina G. Espinosa-Pieb notified the team that she will be back and co-charing IPBT meetings with Mary Pape.

    Next, she gave an update on the current budget condition where the budget deficit as of today is $25M to the District and 12.5M to De Anza’s share. Because of the budget devastation, it is more likely that the leadership of the different bargaining units and Senates have to meet over the summer along with the senior staff and several classified professionals.

    Christina recapped the reduction plan from last year that was $17.6M to the District, of which $8.3M was De Anza’s share. Categorical Funds were used – Strong Workforce, Student Equity, Basic Skills Initiative; shifted where we could, took a credit for the 8 faculty hired in 18-19 for 19-20, SERP (Service Employee Retirement Plan) (52 employees) massive reduction last year.

    Chancellor Miner will have an open hour tomorrow where she will give more updates on the current budget situation and numbers. There is a meeting planned, The Consultation Task Force (CTF), which consist of the leaders from Academic Senates from both colleges, the senior staff from both colleges, the leadership of every bargaining units. The first CTF meeting will be tomorrow.

    The settled budget will be available by June 30, 2020 from the State and will be revised again by August. As a college we have to have our decisions ready to HR in December 2020.

    Timeline – the reduction has to happen by the end of June 2021. However, for any program it doesn’t mean that program goes away 2021. The program begins to phase out in June 2021. That means that the phasing of that program continues for usually at least a couple of years for students to let them to finish the program.
