    Welcome and Introductions the team introduced themselves.


    Review/amend/approve the Mission, Role, Guiding Principles and Ground Rules

    The team reviewed the Mission, Role, Guiding Principles and Ground Rules. A number of edits were suggested for clarity. The draft would be reworked and be brought back for a second review and approval at the next meeting. The PBT is named Administrative Services as that is the name of the VP area it represents.

    Rescind Resolution #2020-24 Authorizing the Reduction of Classified Service (Dining Services)

    At the September Board meeting the Board Rescinded Resolution #2020-24 Authorizing the Reduction of Classified Service for the Dining Services employees. After seeking legal opinion, the food service worker positions at De Anza College were deemed to meet the definition of positions in nutrition as per Senate Bill 98. As a result, the Board rescinded the notice of layoff dated July 15, 2020. Gannon, CSEA (the union) and HR have worked with staff in this area and every staff member has been placed/accommodated.

    Revised Reduction Target is $9M for 2021/2022. Authorization to use one-time-funds to reach reduction target due November 1, 2020. No requirement to identify permanent reductions for a July 1, 2021 implementation by November 1, 2020. De Anza historically  takes 50% of reductions. One-time money is funding that has been identified for a particular use but has not currently been expended e.g. vacant positions, Fund 400 (Capital Projects). Ongoing funds are salaries/benefits, utilities, contracts etc. that is used for annual costs. Using one-time funding gives the district more time to make big decisions and/or structural changes. Rather than make reduction targets based on VP areas, the college is looking at a more holistic approach to allow flexibility in how to approach the one-time funding target. FHDA budget is very fluid and projections are constantly changing as it is linked with the State budget. Base apportionment revenue is comprised of four revenue sources (property taxes 84%; student enrollment fees 14%;  State General Apportionment 1% and Prop 30 1%) and is complicated, which adds to the fluidity of the State’s revenue. The hope is that the budget will improve in January. Increasing enrollment for both resident and non-resident/international students would improve the budget outlook.  Grey will present the proposed one-time funds for information at the October PBT meeting or a joint PBT meeting.

    The Bookstore RFP is progressing. Working on a clause regarding employment.

    At the last meeting (09/01/2020) the team approved DASB’s request for a second representative. DASB will advise the name of the incoming rep shortly.
