    I. Call to Order

    Approval of Agenda and Minutes from November 7, 2022

    Shagun Kaur moved, Mary Pape seconded to approve both minutes and agenda. No objection.  Agenda and minutes approved by unanimous consent.

    Public Comment

    • Ravjeet Singh: Food pantry is collecting new or gently used jackets. Wednesday is the last day for the Coat Drive.
    • Alicia Mullens: Finally, the meeting for the name change process has been scheduled. Send good energy!
    • Mary Donahue: One of the 3 finalists for Foothill President, Gregory Anderson, earned his tenure at De Anza. He served as Academic Senate President before becoming an academic dean. Most recently, he served as president of Riverside City College.
    • Mary Donahue shared a link that provides the AED (Automated External Defibrillator) locations on campus. https://marydonahue.org/aed-locations-at-de-anza-college 
    • Erik Woodbury raised concerns over the bimodal distribution of student grades and successes. Several people agreed with his observation.
    • Jason Bram expressed his frustration over printing on campus. Many people shared his experience.  Dawn Lee created a padlet for people to report their printing issues and give feedback that can be directed to printing service and ETS. https://padlet.com/dawnlee/da0edi9zaaqd3lxs

    Erik Woodbury: For faculty hiring, the committee should be over 50% faculty. This would be an exception.

    Debbie Lee: The challenge was to form a committee with language expertise and diversity.

    Mary Pape asked if the request had gone out to the whole division.

    The division has only one full time tenure track male faculty member, and he's on parental leave.

    Someone suggested adding another full time faculty member within the discipline from Foothill.

    Debbie Lee: The discipline faculty member at Foothill is also female. There are no male EO reps available in the pool. HR suggested adding a male classified member.

    Mary Pape motioned to table confirmation until next week, Robert Alexander seconded.  Yes 12, No 8, Abstain 2. Motion to table carried.

    District and College committees - confirmations


    No faculty volunteered to serve in these two district committees. These seats will remain vacant.

    • Faculty reps (4) for the Program Allocation Committee (PAC)

    Cheryl Jaeger Balm shared the challenge and frustration with the lack of leadership and accountability during the transition and implementation of the new shared governance model.

    There was a question regarding the president’s role in leadership during this change. 

    The CC tri-chairs have met to set the timeline to fill the 25 PAC seats. It was agreed at the retreat that the PBTs will hand over their work to PAC in January.  Erik Woodbury acknowledged the contributions and cooperation of the PBT chairs toward the transition.  

    There is work in progress, other pieces are being worked on. 

    Erik moved to rearrange the agenda for Mallory Newell to present on the Automated Faculty Success Reports since we were behind schedule and she present and on the agenda for 3:10. Mary Pape seconded. No objection.

    III. Old Business

    Academic Senate interests in FA tenure negotiations

    Some suggestions included:

    • Moving reflection quarter from winter to spring; 
    • Have better family medical leave
    • Ongoing training for those serving on the committee
    • Better support and mentoring structure for the new hires.  Better training and guidelines for online training, etc to set up faculty success.  New hire orientation and onboarding should be part of the tenure process. Also, include explanation of course outline and loads.

    Tenure should not be a 4 year interview.  Have a supportive environment. The new hired should be matched with a more seasoned mentor they may shadow and go to with questions big and small

    If you have additional feedback, send it to Cheryl Jaeger Balm.  We will discuss the proposed changes to j1 and j2 at a future meeting.

    IV. New Business

    Preparing for Brown Act changes in Winter 2023

    The state of emergency order will likely end in February. The Academic Senate may continue to meet in HyFlex through the first 2 months of the winter quarter.

    The new AB2449 does allow people to attend remotely after the state of emergency ends without disclosing their address, but only 6 meetings per year. However, it requires a physical quorum within the meeting room.

    The traditional Brown Act requires over 50% of the voting members to be meeting within the district boundary. If meeting remotely, they must disclose their location and must allow the public to join them at the site.

    Cheryl Jaeger Balm will conduct a survey to determine how best to conduct the meetings and to ensure quorum for each meeting.

    Automated Faculty Success Reports

    Mallory Newell shared a sample letter of the Automated Faculty Success reports that will be emailed to every faculty member who taught in the Fall after grades close for this quarter

    They are making data more easily available for faculty.  Faculty can get success rates for individual classes

    There were concerns over some small sample sizes and how withdrawals affects success rate. 

    Mary Donahue: Some successful students are dropping her swimming class to repeat the class again.

    Shagun Kaur suggested adding the withdrawal numbers because that data is indicative of the support structures and frameworks in place as a department and college. 

    The data is worth knowing. It encourages dialog and reflection as individuals and a program.

    Another concern with withdrawal rates is that students drop not because they are unsuccessful, but because they don't like the grade they are getting. 

    Paying Part-Time Reps on Administrative Hiring Committees

    Mary Pape strongly supports compensating part time reps on all administrative hiring committees including deans.

    Mary Donahue: we should pay part-time faculty for service on all hiring committees including faculty hiring committees. They should calculate the hours spent in reading, meeting, interviewing, etc

    Mari Tapia: negotiate the item within FA on the funding source.

    Cheryl Jaeger BAlm: Currently the Academic Senate is paying a stipend to the at-large part time Academic Senate reps and IPBT reps.

    Mark Landefeld: part time division reps are not being paid.

    Mari Tapia: Serving on the committees is not part of their contract.

    Shagun Kaur moved Jayanti Roy seconded to extend time for 10 minutes.  Yes 17, No 1. 

    Mary Donahue: it took years voting and revoting for the Academic Senate to get part time faculty on hiring committees.  This may take time as well.

    Shagun Kaur: Part time faculty should be valued and be compensated.  How do we pay for it? That should be an agenda item for discussion and negotiation of the faculty contract.

    There was a suggestion that division reps be paid by their division.

    Marc Coranado: IIS division is small with a limited B budget. There are many part time faculty. If they paid PT faculty to do more work to make up for FT faculty, then their entire B-budget would be used up. Also, there are few full time faculty able to sit on the hiring committee.

    Erik Woodbury: The district would not pay for it.  The Academic Senate can step up and pay for it out of the Senate funds. Part timers should not work for free.

    Maristella Tapia: All the money that the district pays (wastes?) on consultants and to have them turn down paltry stipends for PT on committees is not right.
