    Need for faculty representative on Police Chief’s Advisory Committee (PCAB)

    The existing Police Chief’s Advisory Board is transitioning to a shared governance committee called the Police Chief’s Advisory Committee (PCAB). The Academic Senate has been requested by Daniel Acosta and Carla Maitland to appoint one representative for May 2021, June 2021, and all Fiscal Year 2021-22.
    Submit name and other requested information to the Request to Serve Form no later than Friday, May 14 at 5:00 PM. All full-time and part-time faculty are eligible and encouraged to apply.



    Classified School Employee week May 16-22

    Each May, California salutes the important contributions of classified school employees during “Classified School Employee Week” (CSEW).

    This year, classified employees have stepped up to the challenges presented by the COVID-19 pandemic and proven to be essential workers serving our students and schools like never before.

    “This has been an extremely difficult year, and meeting students’ basic needs as well as their social and emotional needs has been more important than ever. Thankfully, our classified employees have made heroic efforts to step up and support California’s students so they can continue to learn.” – Tony Thurmond, California State Superintendent of Public Instruction

    The board has passed and published a very nice resolution in recognition of the classified professionals.

    Contributions go toward appreciation gifts for employee of the month, virtual social hour, ice cream social, Camp Classified (professional development day). The day will have many workshops, activities, and raffles.

    Someone asked about joining the classes, especially the cooking ones. Lorrie reminded people that it was important to give the classified professionals space to get together and come together. They have planned and designed the day for themselves. They need that space; people should reach out through email to thank them.



    Open Educational Resources (OER) Update 

    Update on OER use & opportunities at De Anza
    There's been a really positive overall trend with the price of course materials, not just the US trend, also European and Canadian trendl.

    The average cost of textbooks for college students in North America has dropped 20% over the last four years. This is the joint result of OER push for  free course materials, and also publishers dropping prices with digital options and cheaper print copies. Some hardbound textbooks have come down in price as well.

    ASCCC is committed to promote OER within California. The UC and CSU have devoted resources to develop materials for the most common courses. 

    There is a movement to require low cost or free materials in some high schools and colleges. There may be legislative action or local rules that would require a cap on the cost of materials at California community colleges or any public education institution.

    OER trend at De Anza College.
    There's definitely an increase in awareness by our faculty mostly due to an increase in available titles and sources. Faculty have been aware of open stacks textbooks, which cover most math, accounting, and social science courses. There is the new RedShelf digital option for the expensive textbooks.

    According to Mark’s PSYC-001 survey, over 60% of students must carefully budget expenses and appreciate free materials and appreciate free materials

    Their newly adopted bylaws allocates 50% of contributions received toward student support and textbooks. The number one use of money saved is Buying Food.

    25% have shared a book due to costs
    15% believe they earned a lower grade due to not buying a required book.

    The De Anza community has been a mature long time OER advocate with strong administrative support. De Anza will be part of a nationwide study of “Open Pedagogy” with Achieving the Dream (nonprofit), in collaboration with SRI.

    The data for student usage of free or low-cost text shows significant increase between 2018 and 2021. Zero-cost represents 55% of total for Spring 2021.
    Heavy OER users at De Anza are Astronomy, CIS, Geology, Humanties, Environmental Studies/Science, and Psychology.

    Benefits realized by DA OER users.
    Ownership of discipline knowledge. No more “I can’t get the book yet.” Students appreciate the difference. Focus on student learning and align with SLOs. Increased richness and variety in auxiliary content. Social justice and equity. Lower the cost of education for all students.

    Questions
    Is the OER digital version students purchased theirs to keep? Or is it just for that quarter? It depends on the vendor. Most have an expiration date. There are different packages that may allow access from one term to one academic year.

    Some disciplines do not have pre-existing OER materials. When creating materials, where to get figures and how to meet accessibility requirements. Biology OERs are severely compromised by the lack of high quality illustrations and photos.

    The system does not offer lifetime access. In some areas like nursing, basic reference information/material do not change. Such material may be available through their work places. Some people have always wanted to keep their texts as references. Some people sell their books back every year.

    The digital rental could be a more expensive option since there is no buyback. The buy back prices are pretty low.

    Some classes require access code that are expensive; 
    Call out classes or professors with expensive textbooks

    Negotiate prices with the publishers. Departments should negotiate with publishers. It takes some more work, but as Mark pointed out it is worth it.

    Remedial Coursework (formerly Remedial Limit Waivers)

    Administrative Procedures 4222's Legally required - CCLC update to reflect an amendment to Education Code Section 78213 that places certain limits on enrolling students in remedial English or mathematics coursework.

    Karen has received feedback primarily from Math and English.

    The first suggestion from a math faculty is to strike out in the proposed draft the sentence “Remedial coursework consists of pre-collegiate basic skills courses” The term “remedial” used by the California Community College, the Community College League of California, reflects current legislation and the current Title V.

    It was proposed that the term should be clarified as followed
    Per California Code of Regulations, Title 5, Section 55035, “remedial coursework” refers to non degree-applicable basic skills courses.
    Every time “remedial” appeared, replace it with “basic skills coursework.”
    Replace “semester” with “quarter.”
    Replace “college level” with “degree applicable coursework.”

    De Anza Student Government (DASG)
    This Thursday Racial Justice town hall, 4 to 6 pm. 
    Logo contest for the Office of College Life and the DASG to go with the new name change.
    Hosting and funding an anti-blackness panel and collaborating with black outreach.
    On Wednesday, they will issue a statement  to condemn anti semitism on campus and in the community.

    Instructional Planning and Budget Committee (IPBT)
    April 27 meeting minutes; IPBT has prioritized these 6 positions: Environmental Science,  Film/TV animation, Film/TV Production, Communications, English/ Writing, and Physics. They are moving forward with these position recommending them to College Council.
    In their Website under “faculty priority hiring” are all the information on the decision. They are focused particularly looking at ethnicity and diversity.
